From Lynda: Sand fleas, when they bite, leave tiny little red bumps that itch like hell! Here is her home remedy – in a Ziploc bag, mix equal parts of clear aloe vera lotion, Neosporin with lidocaine, and hydrocortisone (all of these are otc). Mix together. Cut the tip of bag off, squeeze lotion out and apply, using as often as necessary. This also works well on other itchy bug bites as well.
